Open Data
The objectives of Open Data are to improve access to and reuse of research data. This approach meets a number of expectations: the replication and validation of research results, the non-redundancy of data collection work, the improvement of information preservation, the valorization of data in an academic, economic or public context, and the emergence of new opportunities for collaboration.
I
nitiatives in this field need to take into account the complexity of defining "research data", the nature of which can vary greatly from one scientific field to another, as well as the balance to be struck between openness on the one hand, and protection of information for commercialization, respect for private data and security on the other.
For those involved in research, the actions undertaken for Open Data are more generally part of the procedures for research data management (restricted access). In this context, the notion of "FAIR Research Data Management" is now widely adopted by research organizations and funding agencies. FAIR stands for Findable, Accessible, Interoperable and Reusable. This notion covers the various aspects of the problem. Data should be :
- Findable: identified and sufficiently described via metadata and keywords, with tracking of potential versions;
- Accessible: downloadable from reliable disciplinary or institutional data repositories and via known and/or shared software;
- Interoperable: corresponding to standards of use, with shared methodologies and vocabulary;
- Reusable: covered by appropriate operating licenses.
It is the responsibility of the Université de Liège to ensure that research data is preserved and used in accordance with its values and commitments. To enable researchers to respond adequately to these obligations of openness, the Université de Liège intends to create an environment conducive to the FAIR and relevant management and sharing of research data. It's not simply a question of depositing data online, but of guaranteeing its reusability, visibility and longevity, by offering researchers the appropriate tools, advice and resources, for example in the choice of repository, format, drafting of documentation or, upstream, in planning.
